Who can do what, at what level, and is the paper still valid.
The module answers one question: who is allowed to do this job. It holds the worker roster with badge, name and job title, the catalog of skills the plant recognizes, the matrix of which worker holds which skill at which level, the dated certificates behind those skills, and the requirement that says this operation needs this skill at this level.
A training coordinator keeps the catalogs and records the certificates with an issue date, an expiry and the body that issued them. A supervisor fills the matrix for their own team, cell by cell. The screen opens on what expires within thirty days, and warnings go out at thirty, fourteen and seven days. A skill claimed with no valid certificate behind it carries a warning on the cell. A certificate is never deleted. It is revoked with a reason, and the history stays.
This is a safety control as much as an HR file. Permit to Work reads the live matrix before it issues a permit, so competency at the permit desk stops being somebody's memory.
